The Royal Commission of Inquiry (RCI) to study the sovereignty issues over Batu Puteh, Middle Rocks, and South Ledge opined that Malaysia has a fighting chance to overturn the International Court of Justice (ICJ) ruled that Singapore has sovereignty over Batu Puteh.
