RMK11 | Putrajaya is taking steps to build a more united and inclusive Malaysia and "develop Bangsa Malaysia" in its midterm review of the 11th Malaysia Plan (RMK11).

While reforming the bumiputera empowerment agenda is still a focus, Prime Minister Dr Mahathir Mohamad announced today that the government also will also launch programmes aimed at uplifting minorities.

"As a government that aims to create an equitable society, efforts will be made to empower minorities.

"Specific programmes will be implemented for native Sabahans and Sarawakians and the Orang Asli in rural areas. Among the initiatives that will be implemented include more education, skills training and entrepreneurship programmes and opportunities.

"For specific groups among the Indians and Chinese, several specific programmes will be implemented to develop their economic potential and eradicate poverty," Mahathir said while tabling the midterm review of the 11MP.

The review was done in light of the change in government, to realign the RMK11's focus for 2018 until 2020.

Mahathir said development must be felt by all Malaysians.

"This means that there shouldn't be too wide a gap between the rich and the poor, between one race and another. No one should feel left out from development.

"Development, in its true meaning, must contribute to the development of 'Bangsa Malaysia'," he said.

Meanwhile, to encourage national unity, the government will set up a People's Harmony Consultative Council as well as a National Unity Index to monitor the level of unity and harmony.

In closing his speech, Mahathir said everything that was laid out in the review was meant for Malaysians of all races "from Perlis to Sabah... all who live under the Malaysian sky."

"We want a united Malaysia. We want the people to succeed and enjoy the country's riches.

"I urge all Malaysians to take up this responsibility," he said, adding that if all of the plans outlined in the review were implemented, then Malaysia would transform itself from a kleptocracy to a true democracy.
