In principle, I fully support Arbibi Ashoy's opinion that only the Organisation of Islamic Conference should be entrusted with the authority to interpret the Quran.
Therefore, the first question that needs to be solved practically is how to 'de-Arabise' the OIC, especially its secretariat in Jeddah. As Muslims are spread across the globe and are composed of many ethnic, cultural and linguistic communities with different histories, a truly Islamic OIC must not be dominated by only one race.
One solution is proportional representation meaning its highest decision-making body and secretariat should be staffed proportionally in accordance to the numerical strength of Muslims of different ethnic, cultural and lingustic origins.
For example, if Indian Muslims are numerically more than Arab Muslims, Indian Muslims should have more representatives. Or, if Chinese Muslims are numerically more than Turkish or Iranian Muslims, then Chinese Muslims ought to have a larger voice.
Only in this way could the OIC and its secretariat hope to truly reflect the collective voice of the universal community of Muslims which live in different climatic and geographical zones.
There is also a need to reduce the excessive influence of Saudi Arabia's Wahhabist interpretation of Islam in the OIC and its secretariat in Jeddah. For many years, because of its oil-derived wealth, the Saudi Wahhabis have been manipulating the OIC agenda to suit its sectarian and national advantages to the detriment of other Muslim states.
The Saudi Wahhabis, for example, collaborated with the British secret service to overthrow the Ottoman Empire during the First World War and they also allowed US troops to be based on their soil to attack Iraqi Muslims in the 1990-1991 Gulf War as well as the 2003 Iraq War.
Wahabbism is hypocritical, to say the least, because while it advocates austerity and puritanism among poor and ordinary Muslims, its ruling elite have been spending millions of dollars in Western countries, consuming expensive Western products and living luxurious Western lifestyles.
So, for the OIC to be the true voice of Muslims globally, it has to rid itself of Saudi Arabia's political, financial and doctrinal influences.
As for building-up the military power of a united ummah, the first precondition would be for all Muslim states to not allow American or Western troops to be stationed on their soil.
Muslim states like Malaysia, Indonesia, Turkey, Pakistan, Oman, Qatar, United Arab Emirates, Egypt, Iraq and Afghanistan should also terminate all military and security treaties with Western countries and the US.
Otherwise, the talk of united Muslim military power is empty.
