It seems that Felda continues to persist in its elitist ‘top-bottom' management policies towards settlers in the nomination of a ‘bapak' to deal with settlers woes.

This is most surprising considering that one impact of such elitist management strategy, was a criminal indictment for cheating settlers.

With respect, it is not simply a matter of ‘lending an ear' to settlers' grievances.

The many research findings on settler development have repeatedly and consistently revealed an almost total marginalisation of settler involvement in crucial policy making decision processes, so that settlers do not see themselves as stakeholders in the management institutional structure.

In fact, the Felda ideology of settler involvement was shown to have been seriously neglected in the Social Impact Assessment study undertaken by UNDP (2002).

Regrettably, as far as is known, the recommendations calling for the creation of new social structural institutions to initiate greater ownership and control provisions for settlers to facilitate crucial checks and balances against power abuse by elite groups, have not been implemented.

In the light of the above much needed reforms, it is not difficult to recognise that the so called proposed Felda Combined Vision of the Felda Generation (GWGC) channel will amount to nothing more than a conduit façade.
