It is an established theory in political sociology that potential ‘class conflict’ is endemic to democratically-elected governments.

Applying theories of imperialism and colonialism, I have shown that in the case of Malaysia, the manipulation of British colonial policies of ‘indirect rule’ and ‘divide-and-rule’ resulted in ‘intra-class conflict’ within and between the different communities becoming manifested in ethnocentric and racial formations, that were inherently inimical to nation-building and national unity.

This work was accepted as ‘an original contribution to the existing body of knowledge in my race relations Oxford doctorate thesis, as well as in Protest and Revolution’ in Malaysia , Blackwell (Oxford) International Encyclopedia.

This is the knowledge base (as well as the additional six international government-sponsored post-graduate fellowships) together with the over fifty years of hands-on experiences in academia, policy formulation, and research on which I now have the audacity to call on Dr Mahathir, Tengku Razaleigh Hamzah, Lim Kit Siang and Zaid Ibrahim to stand up and be counted on the proposed revolutionary political reforms as follows.

Although I am confident that the proposed reforms will not be a panacea to successfully attain the goal of national unity, I am virtually certain that they will directly de-construct and reconstruct the existing flawed social institutional structure, thereby avoiding the impending possibility of serious ethnic/racial polarisation leading to potential racial tension between groups.

We seem to be heading towards this outcome with the organisation of social movements such as Perkasa

But because it is well-known that the national policy implementation apparatus for national unity over the years has been seriously compromised through political power and financial corruption, the reforms should be undertaken within the structure of a new National Operations Council to be headed by an Ombudsman.

For the implementation to be effective, it is proposed that the appointment of the latter should be that of the chief of the armed forces on an initial two-year short-term contract. The proposed reforms are briefly outlined as follows:

1. Granting free land titles to all tenant land operators who have been working land of five or less relong/ acres/hectares continuously over the past five years in padi cultivation/oil palm/rubber smallholdings/vegetable production and for all TOL titles.

2. Upgrading of the inshore fishing industry to trawler-fishing.

3. Total deconstruction and reconstruction of Felda and all other government-sponsored land schemes

4. The delineation of government control over Permodalan Nasional Berhad with majority ownership and control bestowed on the workers of the plantation industry

5. To complete the granting of land tiles to all settlers in Chinese New Villages

In demanding that political leaders stand up and be counted, it is being assumed that the Ombudsman will have full powers to appoint a consortium of professionals and other experts to implement these reforms to make them happen in the shortest possible time.
