Article 5 of the Federal Constitution of Malaysia states that when a person is arrested and accused of a crime, he or she must be brought before a magistrate or judge within 24 hours after arrest. He or she cannot be detained more than 24 hours unless a remand order is obtained from the magistrate to further investigate the said charge.

Police rules of engagement and policies to control the use of firearms must be reviewed and addressed regularly. Society must have a system for maintaining law and order. Police personnel must be able to maintain law and order and at the same time not violate principles of our democratic society.

There is urgent need to address the critical issue of securing our borders as part of the broader effort to secure our nation from threat against foreign enemies, terrorist threats, criminal activities which includes trafficking in drugs, the smuggling of weapons and other illegal contraband, and human trafficking.

The social phenomenon of violent acts of terrorism has an intellectual and behavioural context that needs to be objectively and analysed without prejudice. Many would argue that the way to counter acts of terrorism is to address the supposed grievances that arise from deprivation of civil rights, human rights and democracy.

Contemporary Malaysia is being challenged with complex legal issues related to integrity and corruption where high-profile individuals are allegedly involved. Many pressing questions are unanswered and inactions are being questioned.
