In partnership with Australia, Malaysia is developing the Malaysian Greenhouse Gas Information Management System (GHG-IMS). The Ministry of Environment and Water manages the project, jointly funded by Malaysia’s national budget and the Australian government.

The project was initiated during the first Australia-Malaysia Annual Leaders’ Meeting on 27 January 2021. Malaysia and Australia officially launched the project under their Comprehensive Strategic Partnership (CSP) on 8 November 2022 at COP27, Sharm El Sheikh, Egypt. The GHG-IMS is expected to be completed by the end of 2023.

The GHG-IMS will be an integrated application for Malaysia’s GHG inventory system. It will entail GHG emission estimation and inventory compilation, an online emission database, a quality control system, documentation, and data archives. The System will estimate Malaysia’s anthropogenic emissions by sources and removals by sinks of greenhouse gases (GHGs), consistent with the methodologies adopted for national GHG inventory reporting under the Paris Agreement.

The Ministry’s inventory and technical experts will draw on Australia’s experience and expertise to build, test, and commission the GHG-IMS. The System will be based on the Australian Greenhouse Gas Emission Information System and customised to Malaysia’s national GHG inventory requirements.

The development of the GHG-IMS aims to facilitate a smooth transition of Malaysia’s GHG inventory preparation to meet international reporting obligations, including the Biennial Transparency Report (BTR) under the Paris Agreement.
