Even their highly-paid foreign public relation specialists are finding it hard to come out with an acceptable explanation.
Let's see what they will come out with. Clearly, silence is not an option.

Tell the Truth: A little boy who steals something will not answer with a ‘yes’ or ‘no’ answer because he hopes the question will pass. He will not deny or confirm because the truth has not been spoken.
The only way to get the child to talk is to ‘rotan’ him nicely and when he feels the pain only then will he speak out.
