Penang Gerakan has challenged Chief Minister Lim Guan Eng to show proof that the state government is not being run by "one man's decision" alone.
Among others, Lim was challenged to prove that he was not the only decision maker in Chief Minister Incorporated (CMI) and to declassify the company's meeting minutes on the sale of 6.4 acres of prime land to the Island Hospital Group for RM156 million.
Should the chief minister fail to do so, Penang Gerakan Youth acting chief Jason Loo said, it would only prove that the state government's "CAT" (competency, accountability and transparency) slogan was just empty talk.
