The family of Emergency Ordinance (EO) detainees Mohd Rafe Mohamed Ali and Mohd Ramadhan Mohamed Ali were cheated out of RM13,000 paid as “police bail” to an “Inspector Zulkifli” who claimed to be able to arrange for their release.
