After being kept waiting for weeks, federally appointed Selangor state secretary Khusrin Munawi finally took the oath of secrecy before Menteri Besar Abdul Khalid Ibrahim at 1.30pm today.

"'Khusrin took the oath of secrecy before me as MB, in the presence of other exco members after the state exco meeting," Khalid told reporters at the state secretariat building in Shah Alam.

NONE The oath, added Khalid ( right ), was administered under Article 52(4) of the Selangor constitution to vouchsafe all state secrets and confidential matters discussed in state government meetings.

"I believe that Khusrin will carry out his duties honestly, with decorum and professionally, as stated in his oath. The state secretary can attend government meetings from now on," he said.

In an immediate reaction, senior state exco and MP for Seputeh Teresa Kok 'tweet-ed' that they “didn't like” swearing in Khusrin, but have no choice.

But to what extent Khusrin, formerly the head of the Selangor Islamic Religious Department, will have access to state matters is debatable.

Khalid had made it clear last week that state practices that allow the state secretary to be excluded from certain meetings will be activated and made standard operating procedure for exco meetings.

The exco meeting will be split into two segments, one that Khusrin can attend and one that he and other ex-officio officials cannot.

Umno has already criticised the move, although Khalid's administration argued that such practices are commonplace and not intended to exclude Khusrin.

Khalid has continued to contend that the power to appoint ex-officio members of the state cabinet should be returned to the MB and the sultan, as per standard practice and good governance.
