The Human Rights Party has decided to take their plea on education to Yang di Pertuan Agong following prime minister Najib Abdul Razak's failure to respond to the party's four-point memorandum.

The party's Perak chief P Ramesh said today the four-point memorandum would be submitted to King at the palace at 11.30am on July 11.

HRP supporters around the country are expected to turn up to witness the handing over, with Perak sending a busload of 40 supporters.

Ramesh told Malaysiakini that a two-week ultimatum was given to Najib to respond to the memorandum, which was handed over to his private secretary on June 15, but there had been no response till now.

The four demands made by HRP are:

  • An immediate increase of the Public Service Department's (PSD) overall budget allocations for scholarships to RM10 billion for students obtaining 9As;
  • Another RM10 billion to be given out as loans for students securing 7As in their Sijil Pelajaran Malaysia (SPM) examination;
  • Abolishment of the Sijil Pelajaran Tinggi Malaysia (STPM) examination; and
  • Introduction of matriculation examinations for students of all races.

Earlier today, several Perak HRP members led by Ramesh lodged a report against Najib, his deputy Muhyiddin Yassin and Higher Education Minister Mohd Khaled Nordin at the Ipoh police headquarters.

HRP said in the report that many bright and eligible Indian students were denied places in matriculation courses and university seats, as well as PSD scholarships and other education loans such as Perbadanan Tabung Pendidikan Tinggi Negara (PTPTN).

This is the fourth state-level police report made by HRP members against the three ministers after reports made by members in Johor, Selangor and Penang. A similar police report is expected to be made in Malacca tomorrow.

Ramesh claimed that bright Indian students were being denied their rights to education which are bestowed under Articles 12, 8, 8(1), and 8 (2) of the Federal Constitution.
