Selangor's decision to not allow the development of a Universiti Teknologi Mara (UiTM) campus on land belonging to a foundation in Serendah will not affect Pakatan Rakyat's chances in the upcoming Hulu Selangor by-election, Menteri Besar Khalid Ibrahim said today.
